IIEE UAE Supports SPLE 2025: Designated by PPO UAE as Marshall Committee Head for Dubai

IIEE-UAE fully supports our Special Professional Licensure Examination 2025 aspirants for Registered Electrical Engineers and Registered Master Electricians.

On June 1, 2025 a special mass for examinees were held at St. Marys Church, Dubai. Twenty one (21) REE and two (2) RME aspirants attended along with other profession/courses asking for guidance and blessing for the coming examination day. President Marlon Hipolito and Former President Melchor De Roma were present during the occasion.

On June 2-4, the verification of original documents was conducted by PRC delegates at MWO, Dubai. Former IIEE-UAE President Maximo Adarlo Jr. represented IIEE as Marshall to support our SPLE’s and assist also PRC. A total of 632 examinees were there in Dubai.

The Special Professional Licensure Examination held from June 6–8, 2025, has successfully concluded. To support the Professional Regulation Commission (PRC) and assist examinees, the Philippine Professional Organization in the UAE (PPO UAE) formed several committees, including the Marshall Committee. This committee played a vital role in overseeing the verification of original documents prior to the examination dates, as well as during the actual examination period.

To ensure effective coordination at both the Dubai (The Philippine School) and Abu Dhabi (Summit International Schools) testing venues, PPO UAE designated the Institute of Integrated Electrical Engineers – UAE Chapter (IIEE-UAE) as Head of the Marshall Committee in Dubai with the Institute of Electronics Engineers of the Philippines (IECEP) as a member for this important responsibility. Engr. Jose N. Tangcogo and Engr. Emerson Intac were the IIEE-UAE representatives to PPO- UAE assigned to lead the Marshall committee.

IIEE-UAE and IECEP UAE gather volunteer marshal’s from each APO’s member to support during the examination.

In collaboration with PRC delegates, PPO UAE organized and assigned the specific duties of Marshalls during the examinations. In Dubai, two shifts were scheduled daily; with each shift limited to six Marshalls authorized to enter the school premises and the designated rest area. An equal number of PPO representatives were also permitted entry during each shift.

Each Marshall was provided with a blue vest bearing the PPO logo, “Marshall” printed on the back, and a dedicated ID card. These were issued to easily distinguish the volunteers from the examinees.

The duties of assigned Marshalls are as follows:

Shift 1 (5 AM-10 AM)

  1. Control the crowd/examinees inside and outside the school premises.
  2. Ensure that only examinees are permitted entry.
  3. Verify the Notice of Admission (NOA) and compliance with the prescribed dress code, if instructed by the PRC delegate head.
  4. Ensure that labels on bottled water and other drinks brought by examinees are removed.
  5. As requested by Atty Anj, entry shall be completed by 7:59 AM and the school gate shall be closed by 8 AM.
  6. Food packing and distribution after 8 AM.

Shift 2 (10 AM-7 PM)

  1. Food packing and distribution.
  2. Conduct security checks on the ground floor, limited to the PPO-designated area.
  3. Manage crowd control for examinees who have completed their tests.
  4. Ensure that no examinees remain in walkways or pathways.
  5. Ensure that smoking does not occur within the school premises.

The call time for all Marshalls during the three-day examination was 5 AM, 5:30 AM, 5:30 AM respectively.

The following observations were noted during the three-day examination.

  1. Marshall’s call time to be present on the venue was properly observed.
  2. The exact number of volunteer Marshalls was strictly adhered to per shift.
  3. Vests and ID cards were surrendered at the end of the day and issued again on the next day.
  4. Crowd/examinees were controlled.
  5. The prescribed dress code is a white top without any print and logos, but we found that others did not abide. They were accepted by the PRC head on Day 1 but were reminded to wear the proper ones on the preceding days.
  6. Some examinees were not even wearing white shirts. PPO assisted them to borrow and look for white shirts.
  7. Examinees who finish their examinations were allowed in the shaded area near the guard house for a short time while waiting for taxis and vehicles to pick them up.
  8. Notice also that during Day 2, many supporters of aspiring architects were allowed by the guard to enter the premises and gather near the guard house. They were waiting for all the aspirants, talking, laughing and clapping. We approached them and advised them to be silent and avoid clapping because there are still examinations on going.
  9. We believe that 6 Marshalls per shift are sufficient to perform the task assigned.

Challenges may occur for getting volunteer Marshall, some may back out at the last minute due to unforeseen circumstances, and we may not provide the exact numbers required to do the task. It is recommended that if these scenarios might occur in the future, may we request other PPO representatives from other member organizations not members of the committee to serve as volunteer Marshall and unselfishly perform to support this noble act of volunteerism without asking for recognition and praise. If also the numbers of volunteers will be limited, then that is another way to give them the opportunity.

Overall, the Special Professional Licensure Examination was a success due to the seamless collaboration of PPO UAE, PRC and MWO.

We are all praying and hoping that all our aspirants for REE’s and RME’s obtain finally the license they are aiming for.
